The State Department's FY2027 budget would drop by about 30%, from $51.1 billion to $35.6 billion. The biggest cuts hit global health programs (46% less funding, affecting millions receiving HIV treatment and malaria prevention), humanitarian aid (33% cut), and international organizations like the UN and WHO (90% cut). Food for Peace and the National Endowment for Democracy would be eliminated entirely. Together these cuts would mainly affect refugees, disaster survivors, people with HIV/AIDS worldwide, and democracy programs in over 90 countries.
